The following diagnosis might be helpful if the vehicle exhibits the symptom described in the PI.
Cruise control is inoperative or will not set/engage after the manual transaxle has been replaced.
The gear ratio as computed by using VSS and engine RPM does not match what the PCM expects, therefore cruise control is disabled. Verify that the correct transaxle has been installed into the vehicle by inspecting the transaxle identification stamp located on the top of the clutch housing. A SOHC equipped vehicle should have an MP2 transaxle. A DOHC equipped vehicle should have an MP3 transaxle. To correct the concern, install the appropriate transaxle.

Please follow this diagnosis process thoroughly and complete each step. If the condition exhibited is resolved without completing every step, the remaining steps do not need to be performed. If these steps do not resolve the condition, please contact GM TAC for further diagnostic assistance.
